Mizoram CM urges PM not to adores 3 Bill passed by Manipur Assembly

Aizawl, the 4th September, 2015 (CHIKIM) : The Chief Minister of Mizoram Lalthanhawla urges the Prime Minister Narendra Modi not to give the consent of the central Government to the three bills passed on 31st August 2015 by the Manipur Assembly as it is directly against the tribal people of the state.

The Chief Minister of Mizoram Lalthanhawla, in his letter informed the Prime Minister that there are three major communities living
in Manipur since time immemorial. They are the Meiteis, the Nagas and the
KUKI/MIZO ethnic group.

Pointing out the cause of the present prevailing problem in Manipur, he said that over the past few months, a pressure group formed by Meitei
people demanding introduction of Inner Line Permit created Law and order
problem in the valley of Manipur. The tribal people are not a part of the
pressure group, they are neither consulted nor do they sympathise with the
cause. Owing to sustained intensification of pressure, on 31 August
2015, the Manipur Legislative Assembly was compelled to convene a special
session to pass three bills, namely Protection of Manipur People Bill 2015, the
Manipur Land Revenue & Land Reforms (seventh Ammendment) Bill 2015, the
Manipur shop & establishment (second Ammendment) Bill,2015.

The letter further stated that the all Naga Students Association, Manipur and Kuki Students
Organisation, Manipur had called a general strike against the ILP.
Subsequently, following the passing of the Bills, there were vehement protest
in the hills of Manipur, particularly in Churachandpur District and Sadar Hills
Autonomous District Council area. Unfortunately, several precious lives were
lost and many injured. House of a minister and house of four MLAs were also
burnt.

Lalthanhawla, therefore, urges the Prime Minister not to give consent to the three bills saying "Considering the volatile and sensitive nature that exist
among the three communities in Manipur, I would like to request you to ensure
that the Central Government deos not give its consent to the three bills passed
by the Manipur Legislative Assembly as they are directly against the tribal
people of the state. I hope you will kindly excuse my temerity in writing this
but they are of vital importance to the tribal people of the state."
