Council Employees Rallied through Haflong
town on 1st October 2015 demanding immediate payment of 8 month pending salary
with 113% DA, dharna on 4th and then strike. On 7th Oct they display empty
plate infront of each of them, which is a novel form of agitation, showing
their hungry for eight month long along with their family members, without
salary ‘Waiting for the and still for Tomorrow”. The gate of their office
N.C.Hills Autonomous Council remain closed since 1st October 2015, duty  in the gate have been the Police.}

8,2015 : Around 2500 Employees of North Cachar Hills Autonomous council, Dima
Hasao district of Assam took on the street on 1st October 2015 with banners and
placards demanding immediate payment of pending salary for 8(eight) months and
113% of D.A at par with Assam State employees. The procession started at 10 am
from the Council premises and move through the Haflong township unto CHT Synod
Rotary and back. The placards were read ‘We want immediate clearance of our
pending salaries’, ‘We want enhancement of DA from 65% to 113% as par ROP’, ‘We
want Permanent Solution’, etc.


            After the rally,
Prasana Hasnu ,president of NCHACEU told media that they will launch indefinite
agitation from Monday ,if their demands are not fufilled  immediately. i.e. before Monday.


            Monday came,
employees staged dharna the whole day. No response came. Instead 144 CrPc was
imposed from evening, restricting to assemble more than four persons,
indefinite strike declared.


On October’ 6, while strike continued, CEM addressing media in
evening.CEM, Debojeet Thaosen,  offer to
pay two months salary out of eight months pending  salary to normal sector
employees of N.C.Hills Autonomous Council.


            Explaining the
problem, Thaosen said that a total amount of  rupees 57 corer is required
for the payment of salary per year, whereas the Council  generates 
revenue only around rupees 24 corer per year, as such, he added that the salary
cannot be paid regularly.


According to him, the problem of pending salary is not new to the
Council;  during his period council had
cleared 61 month salary and council is now arranging to release two
month salary while taking all efforts to resolve the issues permanently which
might required Central Government intervention as the present council is not
blame game rather it has been taken the challenge to address the problem
for a final solution.


            Thaosen urged the
employees to cooperate with the authority, saying that if the agitation by the
employees union is continued the entire process will be delayed leading to
non-payment of salary to employees.
